The Governance of the German Academic System (S02-13)

The German academic landscape is a complex system of interlinked and competing players. The federal and state governments agree on the main features of academic policy, but have very different responsibilities. Higher education institutions and universities are different in organization and mission from non-university research institutions. Research funding takes place in the interplay between state and private third-party funders and foundations. How and via which committees, platforms and think tanks do the various players manage their cooperation and thus the academic system? What are the interests of the different players and by what means do they pursue those interests?And what governance structures do universities have in order to assert themselves in this environment, to meet the expectations of politics and society and at the same time to articulate their own interests? The seminar aims to provide an overview of the complex structure of the German academic landscape and enable participants to reflect on this. In this context, we will examine the requirements and tasks of university management, faculties and administration.
This workshop can be credited to „Learn to Lead – Mindset Leadership“ in the competency area „Thinking Big” as well as for the certificate “Research Management – Developing Potential, Shaping the Future” in the area “Navigate the Path – Steering Strategically, Reaching Goals”.

Jan-Martin Wiarda
Dr. Jan-Martin Wiarda ist freier Wissenschafts- und Bildungsjournalist. Er war jahrelang Redakteur bei der Wo-chenzeitung „DIE ZEIT“ und danach als Leiter der Abteilung Kommunikation und Medien der Helmholtz-Gesellschaft tätig. Wiarda studierte Politologie, Volkswirtschaft und Soziologie sowie Journalismus in Deutschland und den USA.
